Blue Hills Environmental Association ("BHE") is a waste management company organized by Apache County, the City of Springerville, The Town of Eagar and the City of St. Johns to serve the residents of Apache County.

BHE provides trash pick up service, roll off bins and manages the Blue Hills Regional Landfill located outside of St. Johns on Highway 191.
